HCPA Mid-Year Meeting meets in National Harbor...
The Household & Commercial Products Association’s
(HCPA) Mid-Year meeting, IMPACT2018, was held
May 14–18, at the Gaylord National Resort in National
Harbor, MD.
The conference brought together more than 300 leaders from
the household and commercial products industry to experience
networking events, advocacy opportunities, keynote speakers and
educational content.
IMPRESS—B2B networking opportunities held throughout the meeting—helped
participants make connections throughout the supply chain.
“Never before have HCPA members had so many options and
so much access to key influencers at the Mid-Year Meeting,” said
Steve Caldeira, President & CEO of HCPA.
“The addition of new regulatory, legal and public affairs tracks,
as well as the first HCPA Legislative Day on Capitol Hill, added
new depth and value to already very
strong Product Division programming.”
Held in conjunction with IMPACT2018
was the U.S. Environmental
Protection Agency’s (EPA) Safer Choice
Partner Summit. HCPA members were
able to hear directly from the EPA
about the future of the Safer Choice
Program. Developments at the Summit
included the announcement that a coalition
was formed to support the Safer
Choice Program; additionally, attendees
discussed the pros and cons of the idea
to use the Safer Chemical Ingredients
List (SCIL) as an initial way to identify
the 20 low priority chemicals required
for review under the Lautenberg Act.
A meeting was held by the UL WERCS Advisory Council, which
brought together senior executives from 3M, CVS Health, Givaudan,
KAO, Lowes, Pfizer, Procter & Gamble, RB, SC Johnson,
Target, Turtle Wax, Walmart and HCPA to collaborate on ways to
improve the WERCSmart system, a program that connects manufacturers
with retailers to meet critical
compliance and safety needs.
“The Advisory Council offers a
forum for retailers, suppliers and UL
to discuss retailer information needs
before they are implemented,” said Jim
Jones, HCPA Executive VP, Strategic
Alliances & Industry Relations.
HCPA’s inaugural Air Care Summit
was held by the Air Care Reputation
Task Force, a subcommittee of HCPA’s
Air Care Product Division. Attendees
and an independent science advisory
panel heard from multidisciplinary
experts who presented peer reviewed
research that supports the benefits of
fragrance and malodor removal and
the ability of Air Care products to
improve the quality of life for consumers
and workers.
Also at IMPACT2018, the HCPA
Research & Regulatory Management
Council (RRMC) announced its name
and brand change to Ignite Solutions.
The change is intended to better
describe the services the program can
provide to current and future taskforces, as well as position the
program to highlight the work each taskforce is doing.
Aerosol Products Division Program
The Aerosol Products Division Program kicked off with Margaret
Sheppard, Lead Environmental Protection Specialist, (SNAP) Program,
U.S. EPA/Stratospheric Protection Division, who presented
SNAP Update.
In July 2015, EPA published a
final rule that changed the listings
of a number of hydrofluorocarbons
(HFCs) in the aerosols, foam
blowing and refrigeration and air
conditioning sectors. The rule
was subsequently challenged and
this past August, the DC Circuit
Court of Appeals issued a decision
that vacated the 2015 Rule “to the
extent it requires manufacturers to
replace HFCs” and remanded the
rule to EPA for further proceedings. On April 27, 2018, the EPA’s
guidance addressing aspects of the court’s decision was published
in the Federal Register to dispel confusion and to provide greater
certainty in the short-term as it developed a notice-and-comment
rulemaking.
To address the vacatur, “EPA will not apply the HFC use restrictions
or unacceptability listings in the 2015 Rule for any purpose
before completion of a rulemaking,” explained Sheppard.
