Air Quality Management District (SCAQMD) to establish regulations/rules classifying minor violations, based on the magnitude and scope of the violation, the degree to which it jeopardizes human health/environment, etc. When CARB or an air district identifies a minor violation, it must issue a notice to comply with a time limit not exceeding 30 days for the violator to reach compliance. Pamela Busiek, President & CEO of the Independent Cosmetic Manufacturers & Distributors (ICMAD) discussed the regulatory challenges facing her organization. ICMAD is a non-profit dedicated to serving small cosmetic companies with fewer than 500 employees. In the face of a plethora of regulatory acts within her industry, Busiek suggested positive methods to protect, promote and preserve the $64 billion cosmetics industry. These include education, business networking, innovation and jobs. What has worked in the past was education with commerce; what will continue to work in the future is collaboration and cross pollination for great ideas. Mark Rivers, VP, Technical Services, Aeropres and Bill Auriemma, President & CEO, Diversified CPC presented Propellants. Propellants come from natural gas liquids found naturally in the ground, explained 28 Spray May 2015 Rivers. They should be encouraged, not regulated down to lower levels. They consist of: Ethane (exempt as a VOC; very high pressure), Propane, Normal Butane and Isobutane. There is long-term availability of natural gas, which has a plentiful and growing supply. When the newly widened Panama Canal opens this year, natural gas from China could be cheaper than the current supply from the Middle East. As the desire for Rivers Greener products evolves, we will need a full tool belt, said Auriemma. Our challenge is that products must perform at an acceptable price point. Most consumers “speak Green” but they buy what works. According to the CSPA, Household and Personal Care products represent more than 50% of all aerosol products, and all face pressures to lower VOC levels. Auriemma predicted that 1234ze will gain traction as 134a usage declines. R&D is increasing and the industry is healthy, but product efficacy must be maintained. Significant investment on the part of major chemical companies will be required. Solutions will be product-category focused and the consumer will be the judge. David Dreier, former Republican member of the U.S. House of Representatives and current Distinguished Fellow at the Brookings Institution, presented A Unique Perspective on Washington & Leadership through Foreign Trade. The Congressman’s only private sector job was with Industrial Hydrocarbons for a year and a half right out of college. That experience helped formulate the views that he brought to Congress where he served for 32 years. He offered that we all want clean air, water, etc., but that in a state considered by many to be the Promised Land, California chooses to tax and regulate rather than attempt to strike a balance. He asserted that California, through its regulatory agencies, is creating a structure that is onerous and too difficult for industry to exist within. Dreier believes the U.S. should be the leader in economic development because greater commercial development is one of the tools to fight global terrorism. Creating economic opportunity globally is in the interests of the U.S. He postulated that an increase of 1–2% economic growth in Afghanistan or Pakistan might have prevented the 9/11 attacks. His new mission with the Annenberg-Dreier Commission focuses on the free flow of goods, services, ideas and people throughout the Pacific. Spray Dreier Auriemma Busiek
