Butcher was presented with the Innovation Award for his 30 years at Brookhaven, which include playing an indispensible role in the research that led to the development of performance specifications for six to 20% biodiesel blended into traditional heating oil as a new fuel grade in the ASTM D396 fuel oil standard. His work demonstrating B20’s compatability Tom Butcher speaks at the 2015 National Biodiesel Conference with existing equipment in the field was a watershed for biodiesel’s role in the heating oil industry. Biodiesel legislation gains traction in New York In February, New York City councilman Costa Constantinides introduced a bill to increase the amount of biodiesel sold in residential heating oil to 5% by 2016, and eventually 20% by 2030. Now, lawmakers in Albany have joined the fight; Long Island Democrat Steven Englebright sponsored a bill in the state legislature requiring that all heating oil sold in New York contain at least 2% biodiesel by July 2016, if passed. As of publication, the bill is in the State Assembly’s Ways and Means Committee. Failure to deliver heating oil could violate law in N.H. The New Hampshire Senate’s commerce committee is currently considering an act that would punish heating oil companies who fail to deliver fuel to their customers in the winter months. SB100, if passed, would make failure to deliver home heating oil “within a reasonable time” a violation of the state’s consumer protection act. ICM/March/April 2015 29
