of characteristics to achieve a product that marketers can offer to the public and that the public will purchase. In addition, that product must comply with federal and state regulations to meet VOC requirements and not contain some proscribed chemicals. The current menu of chemicals available to the formulator is quite capable of producing excellent final formulas, said Shaw. However, no single chemical is capable of meeting all requirements in today’s complex markets. Blending is the path to achieve the required results. Sara Stickler, Executive Director of the Alliance for Consumer Education (ACE), provided an update on the organization. Current initiatives of ACE’s Inhalant Abuse Prevention Program include the development of “Science Behind Inhalant Abuse” videos that use 3-D technology to show what happens inside a human body with just one huff of an aerosol product. The Inhalant Abuse Prevention Kit was updated and is currently being used in all 50 states. A teen-focused campaign was developed to show that abuse can be deadly. Current initiatives of the Disease Prevention Program include the marketing of a new Gleam Team video and lesson plans; reframing program messaging around eliminating Irene Bolling of Zep. Inc. There is also a social media/online campaign to promote label reading, as well as a new middle school/high school curriculum on reading the label and recognizing label images. An online campaign about dangers of home mixtures was also launched. Spray Stickler VOC reductions from consumer products at an estimated cost of $108 million. The proposal would get the reductions by setting new, lower standards and potentially removing some regulatory exemptions. CSPA is advocating that scientific studies and air modeling show that no further consumer product VOC reductions are actually necessary to meet the ozone standard in California. CARB will be adopting the new SIP in January and CSPA Janet Beard (right) accepts the 2016 Founders Award from Larry Beaver, RSC Chemical Solutions, in memory of her husband, Ralph Beard, who passed away in March. Beard worked for Functional Products and was a SATA Board member for many years advocacy efforts will continue in the coming months. Another key issue is the inclusion (or lack thereof) of aerosol products in various standards for product sustainability. These standards include the EPA Safer Choice criteria, various Green Seal standards, and a long list of UL sustainability standards. CSPA has obtained some improvements in the first two, and is now working to seek revisions to the UL standards, which were purchased from European EcoLogo, and mostly simply prohibit aerosol products. CSPA is also looking at the potential to create an Aerosol Sustainability Standard with a broad scope covering all products in the aerosol form. David Shaw, Diversified CPC, presented Propellants & Solvents: Blending for Success. Blended propellants are the key to making current formulas work efficiently. Prior to the 1970s, the aerosol industry had numerous propellants and solvents available to formulate the variety of products required by consumers and industry. However, in addressing environmental and toxicity concerns, the regulators did not effectively regulate chemicals and they eliminated groups of chemicals without regard to the impact on these products and consumers. The aerosol industry has been able to create replacements, but only through the use of propellant and solvent blends. For many years, formulators have used the flexibility of hydrocarbon propellants to create blends with pressures from 17psig to 110psig. In addition, blends of hydrocarbons, dimethyl ether (DME), Hydrofluorocarbons (HFCs) and CO2 have allowed these products to thrive. When formulators are designing a new product, they must address a number Gene Towns, BOV Solutions (right) accepts the 2016 Founders Award for Fred Spohr from SATA President Elena Badiuzzi.
