May 2013 Spray 45 content declaration for bag-on-valve aerosol products; • Completing the 62nd annual CSPA Aerosol Pressurized Product Survey to document the production of aerosol containers, valves and products in 2012, which will be released during the Aerosol Products Division Program in Chicago this May; • Working to obtain needed revisions in Dept. of Transportation transport regulations relating to propellant-only products, bag-on-valves and hot water bath exemption criteria; and • Working with EPA’s Design for the Environment and Stratospheric Protection Division on important aerosol product issues. Other critical issues being addressed this year by CSPA impacting aerosol products include: • Various ingredient communication legislative and regulatory proposals; • Continuing development of the CSPA Consumer Product Ingredients Dictionary; • The Safer Consumer Product Regulation being finalized by the Dept. of Toxic Substances Control under the California Green Chemistry Initiative; • Maintaining a role in the Toxic Substances Control Act (TSCA) modernization process to ensure that the revised statute—or current regulation at the EPA—strikes a balance between the need for chemical management oversight and the need to protect the ability of the consumer products to innovate and commercialize consumer products and protect proprietary information; and • Supporting the implementation of the Pesticide Registration Improvement Extension Act (PRIA III). Finally, the Alliance for Consumer Education (ACE), CSPA’s affiliate organization, educates consumers on responsible, beneficial and safe use of products to promote a healthier and cleaner environment in homes, businesses and the communities. One of the key program areas addresses Inhalant Abuse Prevention. CAPCO is currently working with ACE on a “read/understanding the label” project to grow a co-branded labeling effort to educate consumers about the dangers of inhalant abuse and the importance of recycling. In addition, CAPCO and the Steel Recycling Institute recently participated in a Keep America Beautiful webinar on recycling opportunities to promote awareness and gain support on the recyclability of empty aerosol containers. These are just some of the many dozens of issues and projects that CSPA is managing this year on behalf of aerosol products and the overall consumer specialty products industry.
