NAA & WAIB hold Legislative Day in California Capital In a cooperative effort, the National Aerosol Association (NAA) and the Western Aerosol Information Bureau (WAIB) Board of Directors held a Legislative Day May 13–14 in Sacramento, CA. Meetings were with California Air Resources Board (CARB) staff and California state legislators. The first meeting was with CARB’s Ravi Ramalingam, Chief, Consumer Products & Air Quality Assessment Branch; Jose Gomez, Manager, Technical Development Section; and David Edwards, CARB Manager. The objective was to introduce industry representatives and establish a working relationship with CARB staff. The NAA and WAIB wanted to support CARB’s leadership role in California Consumer Products Regulation and strongly oppose South Coast Air Quality Management District’s (SCAQMD) recent rule amendments that include regulation of Consumer Products. The WAIB Board of Directors, NAA Board Director Doug Raymond of Raymond Regulatory Resources and Nicole Quinonez then met with 20 California legislators with the following message: We are the consumer products industry We are the people that make spray paint, disinfectants, sun screens, hair spray, cleaning and home maintenance products. We are the small, medium and large businesses that provide good jobs for middle class working Americans. We have been part of the “regulatory process” in California for over 25 years. We have spent millions of dollars over that time reformulating our products to make them safer and more environmentally friendly. In so doing, the Consumer Products industry has collectively reduced Volatile Organic Compounds (VOC) emissions in California by 240 tons/day. We are asking for your help • Keep regulation of consumer products at CARB. Individual air district regulations of consumer products will create tremendous confusion and provide little benefit. • Cooperative work with CARB has already yielded VOC reduction. While there is no doubt that further cooperative work is needed to attain additional VOC reductions, it does not make good business sense to have multiple entities within the same state regulating for the same purpose.
