The “no propellant” BOV products may include some sun protection formulas, “as-is” lotions, nasal sprays, and an interesting final face rinsing spray composed of ultra-pure water. Some BOV sun protection products contain rather substantial amounts of ethanol, obviously subject to partial evaporation during any volumetric determination in the case of these dispensers. The reason the industry has been considering net contents (volumetric) labeling only for “no propellant” BOV dispensers is the virtual impossibility of determining the product volume of BOVs where propellants are included in the product composition. When the product is discharged as a foam or reticulated gel, the dilated volume is several times as voluminous as the composition under pressure in the bag. Also, if the product is released as a spray, some of the propellant and any volatile solvents will be lost. The density of the remaining product will then be greater than that of the initial composition, confounding any volumetric analysis. For example, if the density is determined to be 0.950 g/mL and the dispensed weight is 300 grams, then the delivered volume would be (300/0.950) or 316 mL (or 11.8 fl. oz.) Most BOV dispensers contain propellants in the bag. Post-foaming (gel type) shave creams and mousses typically contain a mixture of butane and pentane.
